Advancing Crowd Management Strategies: The Role of Law Enforcement Retraining
Abstract
Effective crowd management requires an interdisciplinary approach to the extent that it necessitated the integration of retraining into the law enforcement agency. This retraining is expected to build in psychological insights, and technological advancements. This study examined the role of law enforcement in the control and management of large gatherings, the roles extend beyond evaluation, it also covers the effectiveness of retraining programs, intensive learning models, and modern policing technologies. While these modern technoogies improved operational efficiency, there are concerns regarding their ethical implications such as algorithmic bias and public perception of over policing among others. Empirical evidence from sub-Saharan Africa emphasized the successes of retraining despite logistical and institutional challenges. However, counter research suggested that such initiatives are often hindered by resource constraints, resistance to change, and poor implementation strategies. This study balanced both perspectives, emphasizing the need for a continuous officer retraining, community focused policing and ethical deployment of technology to increase public trust and safety.
