Development of an Integrated System for Document Routing, Freedom of Information (FOI) System and Data Security for Philippine Reclamation Authority (PRA)

Abstract

This study aimed to develop and evaluate an integrated system for document routing, Freedom of Information (FOI) compliance, and data security at the Philippine Reclamation Authority (PRA). The research involved 11 participants from PRA’s Records Office and MIS Division, along with an external cybersecurity architect. Conducted at PRA’s central office in Makati City, the study utilized a descriptive developmental research design. Data were gathered using ISO/IEC 25010-based questionnaires and supported by statistical tools such as paired t-tests and ANOVA. Results showed that document turnaround time decreased from 47.83 to 30.81 hours and retrieval time from 16.33 to 7.73 minutes. FOI response time was reduced from 14.24 to 10.10 days, and system accessibility improved from 3.22 to 4.53. Security vulnerability scores also declined from 0.800 to 0.200 after successive refinements.
